Art. 5, The Governor of the province shall draw up a report (Form 2) based on reports he has received in accordance with article 6 of the order, and shall forward it to the Governor-General of Korea by the last day of March each year.

Art. 6. The heads of police stations shall, when: persons have violated article 11 of the order, or been punished under any other provisions of the order, and their offence has been regarded as grave, report the gist of the facts to the Governor of the province,

When the Governor of the province has received the report mentioned in the preceding clause, and considers the affair grave, he shall at once report it to the Governor-General of Korea.
